The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A more detailed description of the Work can be found in Appendix 1 (Information).

• Install new +/- 115m of 300mm or 450mm diversion sewer by trenchless method
• Install a +/- 35m deep drop manhole and tie-in to existing Trunk #95
• Install a +/- 12m deep manhole on existing Trunk #94
• Rehabilitate +/- 79m of 2250mm oval shape Trunk #94 downstream portion by slip lining
• Rehabilitate existing chamber underneath Stadium building

A more detailed description of the Work can be found in Appendix 1.

The Project will be delivered using the methodology of Construction Management at Risk (CMAR). As such, the project is broken into two parts for the Construction Manager:

• Part 1. Services – all the services outlined in Table 1 in Section 2.1.1 of Schedule A.
• Part 2. Construction Work – the total construction, post-construction, and related services outlined in Section 2.1.2 of Schedule A.

The goals of a CMAR is for the Owner, Consultant, and Construction Manager to establish a collaborative, efficient and high performing team which meets the Project objectives and Milestones. Choosing a Construction Manager early in the design stage is the one key step in meeting these goals. 

During the Project, the Construction Manager is to provide advice and feedback on constructability, cost and schedule as outlined in Section 2.1.1 of Schedule A. When design of the facility has progressed to the level of detail deemed acceptable to the Owner, the Construction Manager will be presented with the drawings and specifications available and requested to provide the Owner with a Guaranteed Maximum Price (“GMP”) as outlined in Schedule F of the Contract. 

Only a portion of the Services will initially be contracted for.  The performance of subsequent portions of the Services is not guaranteed.  The subsequent portions of the Services may become involved if requested by the Owner or if an agreement is reached between the parties, as applicable. 

Likewise, the performance of the Construction Work by the Construction Manager is not guaranteed.  If an agreement is made between the Owner and the Construction Manager, the Construction Manager will also complete the Construction Work.
