Description: 

The intent of this RFP is to identify Proponents capable of providing a variety of aerial and underground trades services to maintain its existing system and expand to meet customer growth within the City of Edmonton.  Scope of work required for each project will vary; however, the main focus will be on aerial and underground trades work, with the potential to supplement with small civil scopes of work (laterals/conduits/etc.), or work on traffic/streetlight infrastructure. The services will be required for the construction of new infrastructure as well as refurbishment and upgrading of existing infrastructure. This scope of work does not replace our current Master Services Agreement for Civil Construction Services for Utility Distribution Ductbank Installation

The following is a list of the individual tasks and services that may be required of Successful Proponent(s)

 

General Services

  • Mobilization / Demobilization.
  • Hydrovac Services
  • Utility locates and customer notifications
  • Traffic Control Accommodations - application of all required permits, creation of traffic control plans, and the rental, setup, and tear down of all required barricading and buffer equipment.
  • Quality Assurance/Quality Control – in accordance with specified codes and standards
  • Asset Removals - removal and disposal of specified components
  • Progress and safety reporting
  • As-built information provided to EDTI showing any deviations from original design

 

Underground Services

  • Install PVC Pipe in Open Trench - delivery, assembly, and placement of conduit in an existing open trench.
  • Install PVC Pipe by Directional Drilling - excavation of push pits, drill set up, delivery and assembly of conduit, and the drilling, reaming, and pulling of conduit.
  • Excavation of Splice Pits - excavation and backfill of Splice Pits, in accordance to the dimension found in the Distribution Underground Standards.
  • Install Primary Cable in Conduit - delivery of cable, set up of equipment, and installation of cable, and capping/coiling of cable.
  • Cable Testing
  • Install Precast Base - delivery of pad-mount precast base and all required materials (grounding, granular fill, etc.). Excavation and preparation for placement of base as well as installation of the ground grids
  • Install and Terminate 1-phase and 3-phase Pad-Mount Transformer - delivery and installation of transformer on existing pad-mount base. Shaping and prepping of cables, installing elbows, and terminating ground grids.
  • Install and Terminate Switching Cubicle - delivery and installation of cubicle on existing pad-mount base. Shaping and prepping of cables, installing elbows, and terminating ground grids.
  • Splice Primary and Secondary Cables in Hand hole/Splice pit - prepping, splicing in a hand hole or splice pit.
  • Install Customer Lateral - installation of lateral, and all required conduit connections.
  • Underground switching on radial fed assets only.

 

Aerial Services

  • Install Poles - delivery of materials, excavation and installation of pole, backfill and compaction to spec, and hauling away excess fill material.
  • Install Anchors - installation of double helix anchors and downhauls with tension reports.
  • Frame Wood Poles - delivery of required materials and installation of any rack or cross-arm components and transformers
  • Install protective line covers on energized lines;
  • Line Installation/Removal - transfer of energized primary/secondary lines, grounding, and other aerial infrastructure.  
  • Install new grounding wires and rods for new poles
  • Cut down and/or removal of old poles and infrastructure and delivery to EPCOR yard
  • Perform field inspections including arm inspections, wire tension measurements, and aerial transformer PCB Testing
  • Coordinate work with appropriate communications utilities for pole transfers or removals.
  • Remove and return old poles and infrastructure to the Owner’s yard;
  • Backfill, landscape and restore (concrete or asphalt may be required) old pole holes once removed; and,
  • Aerial switching on radial fed assets only.

 

Project Coordination/General

  • Review full work package including any permits (pipeline proximity agreements, Utility Line Assignment Permits, etc.) and site-specific requirements (environmental requirements within River Valley areas, etc.);
  • Arrange Alberta One-Call locates (private locates may also be required);
  • Expose/daylight existing utilities prior to ground disturbance to ensure clearance;
  • Complete a site walk-through (confirm access, identify any tree trimming required, confirm utility conflicts based on locates, identify potential construction issues or conflicts, etc.);
  • Arrange for any traffic and pedestrian detours and OSCAM permits (through City of Edmonton for on-street construction);
  • Deliver customer notices where required (outages > 3 hours, access restrictions, night construction, etc.). May be required to knock on doors for small outages or coordinate with internal communications team on large outages;
  • Pick up all materials from the Owner’s yard
  • Providing as-built drawings to the Owner showing any deviations from design.

 

The volume of future contracted work at this time is unknown; however, EPCOR Distribution is preparing for an increase in demand for capital growth and customer connections in 2021.
