The intent of this RFPQ is to prequalify up to 6 Proponents capable of designing and constructing large diameter sanitary sewer tunnels in Edmonton, Alberta. Only Proponents who are prequalified in this RFPQ will be invited to participate in the second-stage competitive process for the provision of the Work in relation to the Duggan Tunnel Replacement project as described below . A Request for Proposals is expected to be issued to prequalified bidders in 2021.

The Work to be done in the Duggan Tunnel Replacement Project involves the design and installation of approximately 3.0 km of 1,200 mm diameter sanitary trunk, rehabilitation of a portion of the existing Duggan Tunnel, and decommissioning of the downstream Duggan Pump Station (#105). The Project is anticipated to include some design components wherein the Successful Proponent shall complete design and develop IFC (Issued For Construction) drawings prior to construction of the relevant portion of the Project, as more particularly described in Appendix 1.

The Work in relation to the Project shall be procured though a two stage process as outlined in Section 4.4 and summarized below:

  • Stage 1 Prequalification (this RFPQ): This RFPQ is intended to generate a list of up to 6  prequalified Proponents who will be invited to participate in Stage 2.
  • Stage 2 Request for Proposal (future RFP): Prequalified Proponents from Stage 1 will be invited to provide proposal pricing and additional technical submissions in relation to the Work. An overall evaluation of the short listed Proponents will be completed using both technical criteria (Stage 1), additional technical criteria (Stage 2) and proposal pricing (Stage 2).

A brief description of the Work is provided below.
