The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A more detailed description of the Work can be found in Appendix 1 (Information).

EPCOR Water Services Inc. requires engineering services to develop an operational control strategy to optimize the utilization of available storage system-wide to maximize flood risk reduction from wet ponds.  This phase of the project will focus on the Wedgewood North Sewershed.

EPCOR makes no representations or warranties regarding the accuracy or completeness of the information contained in this RFP. The Proponent is responsible for making its own evaluation of information and data contained in this RFP and in preparing and submitting its Reply.

Please note that this RFP will have a 2 Staged Evaluation Process. Once the proposals are submitted to EPCOR and evaluated by EPCOR, the top three (3) Proponents will be shortlisted for a Presentation and Interview. If the Proponent is shortlisted, the Proponent will be invited for a 45 minutes interview & presentation and 15 minutes questions & answers. Each Proponent invited to the interview will be given the same set of basic questions, and any particular questions EPCOR may have after reviewing your particular proposal. 

Each Proponent will be provided the question set at least 72 hours prior to the interview day, to allow time for preparation. The interview portion will have an in-person and virtual options available.

The Shortlisted Proponent presentation may include, but are not limited to the following knowledge areas:

  • The Proponent’s knowledge and experience with program and project delivery methods, describing scenarios in which the Proponent involvement resulted in direct benefits to the project;
  • The Proponent’s knowledge in providing engineering & consulting services to similar project identified in the program and specific examples of innovative solution citing proponent’s role on a project with supporting metrics to substantiate the claims;
  • Indicate how the proposed team will be able to leverage their skill sets to successfully deliver this project and the Project responsibilities by each team member;
  • The proposed strategy and methodology that will be applied for the current scope of work;
  • Present a conceptual project and illustrate the Proponent’s design strategy and how it will successfully deliver the project to the Owner;
  • Lessons learned from Proponent’s previous or similar program and projects;
  • Completeness of answers to the questions provided to the proponent;
  • Indicate how you propose to mitigate any delays or issues with approvals and/or public/stakeholder consultation, in order to ensure the complete project delivery is still successful;
  • Describe your approach to meet all the regulatory requirements.
