Description: 

The intent of this RFQ is to find a Successful Proponent capable of providing the Work described immediately below. The Work is to be performed at Canmore Wastewater Treatment Plant. The Canmore Wastewater Treatment Plant is owned by the Town of Canmore and is operated by EPCOR. A more detailed description of the Work can
be found in Appendix 1 (Information).

It should also be noted that there is a mandatory site meeting on June 27th, 2019. Further details can be found in section 2.1 of the RFQ Main Body document.

The Town’s Waste Water Treatment Plant (WWTP) receives sewage from 11 lift stations. The plant was commissioned in 1997 and includes screening of solids and clarification for primary treatment followed by biological aerated filtration for secondary and tertiary treatment. The treated waste water passes through a UV disinfection unit prior to discharging to the Bow River. The WWTP is located at 102 Bow Valley Trail in Canmore, Alberta.

This is a multi-year project with the ultimate objective to replace / rehabilitate the end of life or obsolete components with that are no longer supported by manufacturer. Most of the components in the BAF and headwork area were installed in 1995/1996. The scope of replacement includes, but is not limited to process piping &
valves, and instrument and control components.

A budget has been approved for 2019 and 2020 to complete part of the replacement work. The project intends to spend up to a maximum $400,000 for 2019, and $400,000 for 2020. For the 2020 work, no financial commitment till January 2020.

 

Process Piping

Several piping systems have experienced significant age-related deterioration since original plant construction in 1995/1996. Recent pipe inspections and repairs have identified that some of the piping is in poor condition and parts of these systems will require replacement.

Instrumentation & Control

Most of the instruments were installed in 1995/1996, and are no longer supported by manufacturer.

The Contractor shall furnish all labour, material tools, equipment and services necessary and reasonably incidental to complete the Work as shown or inferred from the Contract Documents.

Without limiting the generality of the foregoing, the Work includes, but is not limited to the following:

a)  Remove existing process piping systems (i.e. piping, valves, couplings, etc) as shown in the drawings and/or attached pictures or sketches;

b)  Supply and install new stainless steel pipe system – piping materials and fittings shall be ASTM A312 type TP 304L Sch 10

c)  Supply and install new valves, pressure gauges, instruments and materials

d) Test and commissioning

e) If a new pipe route is required, the contractor shall design and propose the new route for EPCOR’s approval.

f) A material list is provided in Schedule D. However, Contactor shall confirm the actual sizes for pipes, valves, robar couplers, pipe fittings, and other materials  during the mandatory site visit. Any discrepancies from the provided list noted during this mandatory site visit as it relates to material quantity shall be notified back to EPCOR via Request for Clarification (Appendix 2 – Question & Answer Template). The material
quantity take off risk during the construction shall be bourne by the Contractor.

The Contractor shall furnish all labour, materials, tools, equipment and services necessary and reasonably incidental thereto to complete the Work as shown or inferred from the Contract Documents including but not limited to:

· Lifecycle asset replacement for backwash water line (from BAF Intermediate Tank to BAF Filters)

· Lifecycle asset replacement for service water line (from Pump P-972 to BAF Filters)
