EPCOR is seeking a qualified Proponent for the creation of a multimedia and digital video product or products that tells the interpretive story of lands in the river valley occupied by EPCOR’s E.L. Smith Water Treatment Plant. The award of this Request for Proposal will only be for Phase 1, E.L. Smith Water Treatment Plant. At the end of each phase, the Successful Proponent will have an opportunity to provide an updated work plan and updated quote for the following stage based on the original proposal and developments throughout the project, which will require approval by EPCOR prior to proceeding with the next phase of work. The intent of this Request for Proposal is to engage a Proponent to complete all phases of this project. However, at EPCOR’s sole discretion, EPCOR reserves the right to go to market in a separate competitive process for Phase Two Rossdale Water Treatment Plant and/or Phase Three Gold Bar Wastewater Treatment Plant. This digital project will encompass the rich Indigenous history, archaeological, cultural, and historical aspects of the land as well as current and future land use plans and importance. EPCOR will use these multimedia tools to share knowledge about the lands with interested parties.

As Indigenous history and storytelling is a critical component of this project, we require Indigenous representation and participation as outlined in the project team identified as a member of the in-house project team or a partner/subcontractor (For more information please see Appendix 2). We anticipate the need to meet and collect stories with Indigenous Nations, including collecting stories on Indigenous Lands.
