Description: 

A key component of the Gold Bar Wastewater Treatment Plant (GBWWTP) is the anaerobic digestion process, which stabilizes the solids produced in the plant. The digestion process generates biogas. Currently, some of the biogas is consumed in the boilers for process (digester) and plant building heating, with the surplus disposed of by flaring the biogas to the atmosphere. The intent of the Biogas Upgrading and Utilization Project is to implement a Combined Heat & Power (CHP) to maximize the utilization of the biogas produced at the GBWWTP. The CHP system will comprise of several components including biogas treatment system, prime movers, heat recovery equipment, electrical equipment and piping & electrical interconnections. EPCOR is currently considering a CHP system with electrical output in the range of 4.8 MW and thermal output based on a good heat recovery design/heat‑to‑power ratio.

EPCOR is proposing to deliver this project through the Integrated Project Delivery (IPD) method. 

Current Scope

This Negotiated Request for Proposal (NRFP) is for the Validation Phase of the project, and upon commencement of the Validation phase, the IPD team’s tasks will include:

  • Collaborating closely with EPCOR, other IPD partners, trade partners and suppliers to plan the project

  • Refining and articulating EPCOR’s requirements (Conditions of Satisfaction) and objectives and assessing their reasonableness and achievability within the available budget and specified schedule

  •  Assessing the proposed project site and identifying key risks such as space constraints, subsurface conditions, challenges in obtaining government or regulatory approvals.

  • Developing the design to a state at which the IPD team can arrive at a realistic Base Target Cost

  • Preparing and delivering  the Validation Report

Throughout the project, it is expected that the project team co-locates at Gold Bar and/or any suitable location within Edmonton as agreed on by the project team. 

Project Execution (Design/Procurement Phase, Construction Phase and Warranty Phase) will only proceed if validation is accepted by EPCOR; furthermore, the project must also receive internal EPCOR funding and approvals. There may be a schedule gap between submission of the validation report and approval to proceed into design.

Based on the success of the current project (this NRFP), EPCOR may consider doing future phases as traditional or Integrated Project Delivery (IPD) projects. EPCOR may consider, in its sole and unfettered discretion, award of the subsequent phases to the Successful Proponents of this NRFP. EPCOR will also reserve the right to competitively bid part of or all the phases if it is deemed most favourable to the interests of EPCOR.

While this Negotiated Request for Proposal (“NRFP”) is issued by EPCOR, all services, equipment, prices, terms and conditions, presentations and promotional materials contained in any submission (the “Reply”, as defined below) may, at EPCOR’s sole discretion, apply to any or all of the EPCOR Entities (as defined below).

The intent of this NRFP is to select a suitable IPD team (based primarily on qualifications, associated rate sheet, profit expectation, and ability to collaborate) with which to enter into an Integrated Project Delivery Contract. A qualified IPD team will have the technical knowledge and a highly collaborative approach, and not necessarily directly related IPD experience. It is preferred that the IPD team has suitable wastewater and/or similar water treatment plant experience. Other industrial experience would be an asset.

EPCOR expects each proposing IPD team member to be part of a highly integrated and collaborative team composed of consultants and contractors. It is the intent of EPCOR that once a successful IPD Project Team is selected, the General Contractor and Prime Consultant will enter into the Contract.

Under the IPD Contract, IPD parties will be paid their costs (without profit) plus an agreed amount of the profit (Profit Pool) that is dependent on the IPD Team achieving the overall project targets and objectives. Contract Amendments will only be granted for the limited reasons specified in the Contract and there will be mutual liability waivers, subject to some exceptions.

The IPD Contract will require joint, active management by the IPD Project Team and use of Lean Principles and Processes to increase efficiency, increase value, provide innovation, and reduce waste. 

EPCOR makes no representations or warranties regarding the accuracy or completeness of the information contained in this NRFP. The Proponent is responsible for making its own evaluation of information and data contained in this NRFP and in preparing and submitting its Reply.

This NRFP is intended to identify prospective team members for the purpose of negotiating a potential IPD multi-party contract for the Work sought by EPCOR.

This procurement will involve commercial negotiations. This procurement process is not intended to create and will not create legally binding obligations or a legally binding bidding process. Without limitation, this NRFP will not create a “Contract-A/Contract-B” process or relationship and will not be subject to the duties associated with such a process or relationship. Neither the Proponent nor EPCOR will have the right to make any claims, in contract, tort or otherwise, against the other with respect to the award of a Contract, the failure to award a Contract or the failure to be bound by or to any Reply in any way.

No legal obligation or relationship will be created between EPCOR and a Proponent for the Work sought through this NRFP until the successful negotiation and execution of a Contract.
