EPCOR is seeking to award multiple master service agreements (Standing Offers) for Cost Estimating Services. Cost estimating services would be provided to EPCOR on a project by project basis, as, if and when requested either by a competitive quoting process, or through direct award at EPCOR’s discretion. EPCOR is preferring responses from experienced cost estimating consulting firms.

Cost estimates should be based on construction and material take offs, historical data and current local market conditions where available. Support will be required on a variety of project delivery models including but not limited to: Integrated Project Delivery (IPD), Construction Management at Risk (CMAR), Design Build (DB), Design Bid Build (DBB) and grant funded contracts. Cost estimates are to follow the Association for the Advancement of Cost Engineering (AACE) Cost Estimate Classification System guidelines for level of accuracy. Cost estimates may be requested at various stages of planning and design included but not limited to planning, preliminary design, detailed design (ie. 30%, 60%, 90%), Issued for Bid, Issued for Construction, etc. For more information, please refer to Appendix 1 (the resulting professional services contract).
