The intent of this notice is to provide information regarding an upcoming opportunity for a Negotiated Request for Proposal (“NRFP”) that EPCOR Utilities Inc. (“EPCOR”) expects to publicly post. Overview of Requirements EPCOR Utilities Inc. (EUI) on behalf of EPCOR Water Services Inc. (EWS) is seeking a consultant to provide detailed infrastructure & application design, as well as comprehensive migration services for its upgrade from ESRI’s ArcMap to ArcGIS Pro desktop software and from the current data model to ESRI’s Utility Network. This project includes water distribution and wastewater collection asset data migration to the Utility Network. This project will be delivered through a multi-phase approach based on an initial road mapping assessment. The initial phase 0 will concentrate on requirements discovery & design planning. The subsequent phases will execute based on that planning, for the Water Distribution (Phase 1) and the Wastewater Collection network (Phase 2).
EWS provides water distribution and wastewater collection services to the City of Edmonton. The utility’s goal is to modernize and govern its geospatial platform so EPCOR staff can access a connected spatial model of assets, as-built data can flow seamlessly into enterprise systems, and partners can receive secure, role-based access to authoritative information. This requires the following work: 1. implementing ESRI tools to enable the connected utility network for water distribution and wastewater collection assets 2. integrating the ESRI Utility Network to EWS’ other systems and tools for seamless continuation of functionality 3.institutionalizing training and guidelines to create & maintain that connected model 4.scrubbing existing data & enhancing it with a connectivity component 5.consolidating and refining the data architecture 6.establishing clear governance and sharing controls for internal teams, contractors, and municipal partners
The expected contract start date will be Q1 of 2027. EPCOR expects to post the NRFP for the ArcGIS Systems Integrator in late August. The opportunity notice will be found on APC and will be managed on EPCOR’s Bidding System, Bids&Tenders. Interest in this opportunity can be relayed to the EPCOR contact identified on the cover page. Certain information required by a Proponent to complete its Reply will only be provided after such Proponent has executed and delivered to EPCOR a Confidentiality Agreement.
