The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A more detailed description of the Work can be found in Appendix 1 (Information).

EPCOR has a need for Contractors capable of providing a variety of utility related construction services to maintain its existing system and expand to meet customer growth.  The services will be required for the construction of new infrastructure as well as refurbishment and upgrading of existing infrastructure. 

The work will primarily involve civil construction activities associated with the EPCOR Transmission Assets.  Typical work will consist of trenching, building envelop modifications, concrete foundations, site drainage upgrades and all other work as required. The majority of this work will take place within energized substations or City of Edmonton road right-of-way i.e., roadways, boulevards, and sidewalks, with a small percentage of work occurring on greenfield sites or on private property where easements have been secured by EPCOR. 

A Proponent’s Reply will provide information which will be utilized by EPCOR to assess the ability of the Proponent to provide the various types of utility construction services EPCOR requires for its underground facility infrastructure.  The information will also be utilized by EPCOR to, without limitation, review the Proponent’s health, safety and environmental program, assess the Proponent’s ability to act as a prime contractor, and assess the financial viability of the Proponent, including its ability to obtain bonding, with respect to the services required by EPCOR. 

If a Proponent is successful, the Proponent will enter into the Contract, which relates to the Proponent’s providing services for utility civil works. 

EPCOR intends to execute Master Service Agreements with more than one Proponent.
