Description: 

The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A general description of the Work is provided in Schedule “A” – Scope of Work and is further detailed in Schedule “D” -Attachments, titled “1191L 240kV AC Mitigation Scope of Work”, both as attached in Appendix 1 (Information). Proponents are to note that EPCOR requires the execution of the Confidentially Agreement before the contents in Appendix 1 – Information will be released.

EPCOR is progressing toward energization of the 1191L 240 kV transmission line in Edmonton, Alberta, and is seeking a qualified contractor to perform, but not be limited to, the following work:

  1. Install aerial counterpoise on the 1191L 240 kV single-circuit transmission line while the line is either energized or unenergized. The transmission line is scheduled to be energized on December 1, 2026. Accordingly, EPCOR requests that proposals contemplate both scenarios (i.e. the work being completed with the line energized or de-energized) and include pricing for both scenarios. Without limiting the generality of the foregoing, such work includes:

    • Installation of link-type pole collars for suspension and deadend assemblies.

    • Stringing of single bundle aerial counterpoise conductor. 

    • Grounding counterpoise to steel monopole at each structure 

  2. Ensure that any conductive structure (permanent or temporary), including equipment, is properly bonded to the Owner’s grounding system during construction.

  3. Carry out site remediation activities, including: 

    • Backfilling of excavated areas

    • Installation of fire quenching stones

    • Restoration of disturbed areas to pre-construction condition (or as specified)

  4. Comply with all applicable EDTI, federal, provincial (Alberta), and municipal environmental laws, regulations, and policies.
  5. Secure all required construction permits.
  6. Coordination with EPCOR and relevant authorities for all inspections and approvals.
