EPCOR owns and operates the five (5) locations for wet Stormwater Management Facility (SWMF), and previously completed Phase I of the safety review in June 2017, which included a jurisdictional review of existing SWMF standard and best practices, a gap analysis, a review of bylaw enforcement, and development of an education strategy. Phase II assessed the site specific risk of each location SWMFs, identified risk mitigation measures, and prioritized the SWMFs for implementation. SWMFs were identified by EPCOR as high priority based on risk assessments workshops conducted between internal and external stakeholders.

It was noted in the Phase II SWMF Review that most serious SWMF safety incidents occur at locations where there is easy access to the SWMF shoreline.  Stantec has proposed the concept of the “Multi-barrier” approach. The multi-barrier approach discourages people to approach the shoreline by introducing a series of visual barriers between people and shoreline
